For the first time three presidential candidates of the DR Congo have prepared a document presenting the precedent before the holding of elections.le document not only affects their participation in the elections but who will determine the validity of the results,
through this publication is a call to all forces of the strong opposition and all those who wish to see these elections to be held in good conditions, to join this working group to prepare the whole view of this great event for our country, on the whole document here.


PROPOSALS FOR PRE,
RESPECT TO THE PRESIDENTIAL ELECTIONS IN DEMOCRATIC REPUBLIC OF CONGO



The Congolese people and the international community want the next election issues in the Democratic Republic of Congo are free, transparent and democratic. To ensure the smooth conduct of elections in general and in particular the presidential election, we, the collective opposition candidates and change, ask the following conditions as a prerequisite for our participation and the acceptance of final results:

- A neutral organization, not tainted by the seizure of government. To avoid this, it will: • integrate
members of the opposition both institutional and non institutional and members of civil society in the Commission and Independent National Electoral (INEC);
• involve the international community, well ahead in the electoral process;
• accept observers and assessors of all candidates at each polling station;

- A collaborative composition of INEC, in addition to the current, whose mission is to present a clear timetable and a clear time frame for all operations ;

- The revision of the electoral law prepared and submitted by a neutral and independent of all interested stakeholders, the aim being:
• reviewing the terms of participation and eligibility;
• revision of the cost of attendance-participation in the election, ideally free of fresh
• equal access for all candidates to public media;
• non-use of State resources and public funds in favor of one candidate.

- Participation in the presidential election of members of the Congolese Diaspora, irrespective of domicilaition;

- The removal of technical constraints that deprive the Congolese diaspora of their civil rights;

- The general census of population to define who is actually Congolese, so voter;

- The mere recognition of character inalienable, and therefore not transferable, of Congolese origin;

- The issuance of national identity cards to all Congolese, it should be required, with the voter registration card at the poll;

- Openness to the media in the diaspora within the country and vice versa ;

- Safety for all candidates. For this, it will involve the community in protecting internatrionale opposition candidates.

- Respect for fundamental rights, including freedom of expression and movement. Indeed, we demand: •
of free and democratic debates to inform the public;
• the right to organize free up gatherings (meetings, conferences, seminars ...), in the elections on throughout the national territory;
• refusal arrests or imprisonments because of our political views.
